• Establishes a two-year digital youth mental health platform pilot project operating from July 1, 2025 to June 30, 2027 under the child and adolescent mental health division of the department of health.

• Platform shall provide county-specific resources, mental health education, self-care strategies, healthy coping strategies, and data on mental health needs in the state, developed as evidence-based, peer-reviewed, confidential, and responsive service.

• Includes contracted services for platform development, management, and hosting; plus communication and marketing services including ad campaigns (print, radio, digital, television), community outreach events, and social media management.

• Appropriates $500,000 for fiscal year 2025-2026 and $250,000 for fiscal year 2026-2027 from general state revenues for implementation and administration.

• Procurement of development and marketing services exempted from Hawaii Revised Statutes chapters 103D and 103F; requires legislative reports twenty days prior to 2026 and 2027 regular sessions.
