Authorizes each county to enact ordinances to enforce design and construction requirements for accessible parking spaces reserved for persons with disabilities under Hawaii Revised Statutes chapter 291, part III.

County ordinances may address the number, location, design, and signage of accessible parking spaces and establish penalties for non-compliance.

Allows county officials to enter property of places of public accommodation to enforce applicable ordinances enacted under this section.

Repeals prior penalty provisions imposing $250-$500 fines on private entities for non-compliance with parking space requirements.

Takes effect July 1, 2025.
