Appropriates $8,160,000 in emergency general funds to the Department of Health for fiscal year 2024-2025 to remediate construction defects at the Hale Ho'ola Building at Hawaii State Hospital.

Funds cover construction defect remediation including water leaks in exterior and plumbing systems, mold growth, and related legal fees and costs of special deputy attorneys general.

Construction defects stem from a $140,000,000 design-build contract awarded in January 2018; issues arose after the two-year warranty period ended and remain partially unresolved despite contractor accountability efforts.

Appropriated funds shall not lapse at the end of the fiscal biennium; any moneys unencumbered as of June 30, 2026 shall lapse on that date.

Authorizes the Department of Health to delegate implementation of projects to other state agencies with gubernatorial approval when deemed advantageous.
