Establishes protections for critical infrastructure information received or maintained by the Office of Homeland Security related to the Hawaii state critical infrastructure security and resilience program.

Makes critical infrastructure information confidential and prohibits disclosure, except to federal agencies and state and county agencies within Hawaii for critical infrastructure security purposes, with the requirement that receiving agencies keep the information confidential.

Defines "critical infrastructure information" as non-public information concerning actual or threatened attacks on critical systems, vulnerability assessments and security testing, and operational problems or solutions related to infrastructure compromise.

Clarifies that the confidentiality protections do not alter existing public records access rights for information held by agencies other than the Office of Homeland Security.

Takes effect July 1, 3000.
