Adds a new category (subsection 6) allowing retirants from Hawaii's Employees' Retirement System to work as investigators for the Department of the Attorney General or Department of Law Enforcement without reenrollment or loss of retirement benefits, if positions are identified as labor shortage or difficult-to-fill.

Requires retirants seeking investigator positions to have not been employed by the State or county during the 12 calendar months prior to reemployment and prohibits pre-retirement agreements for return to work.

Mandates the Department of the Attorney General or Department of Law Enforcement contribute to the pension accumulation fund the required percentage of rehired retirant's compensation to cover the system's unfunded actuarial accrued liability.

Updates annual reporting requirements to include employment details for retirants in investigator positions alongside existing reports on other retirant employment categories.

Effective date: July 1, 2025.
