Amends Hawaii Revised Statutes Section 76-16(b) to add professional and technical staff within the state historic preservation division of the Department of Land and Natural Resources to the list of exempt positions from civil service requirements.

Allows the Department of Land and Natural Resources to hire professional and technical staff for the State Historic Preservation Program without following standard civil service recruitment procedures.

Makes minor grammatical corrections to existing statutory language, changing "University" to lowercase "university" in paragraphs (11)(D), (19), and (22).

Takes effect July 1, 3000 (note: effective date appears to contain a typographical error with "3000" instead of "2025").
