Repeals the general excise tax exemption previously granted to independent sugarcane farmers who sold sugarcane to manufacturers in Hawaii.

Repeals the general excise tax exemption for contractors of the Patient-Centered Community Care program established by the United States Department of Veterans Affairs under 38 U.S.C. § 8153.

Updates cross-reference in Hawaii Revised Statutes section 421H-4(c) from section 237-24(16) to section 237-24(15) to reflect the renumbering of exemptions.

Effective date set for January 1, 3000 (appears to contain a typographical error in the statute).
