• Establishes a $7,000 protocol fund for each principal state department in fiscal year 2024-2025, to be expended at the discretion of department executive heads.

• Makes emergency appropriations and commensurate funding adjustments for four Department of Public Safety correctional centers to address fourth-quarter operating shortfalls due to limited fund transfer authority.

• Authorizes the governor to use program savings and available funds to maintain critical federally funded state programs and employee payroll if unanticipated federal funding cutbacks occur.

• Transfers $8,104,977.33 from the state educational facilities improvement special fund to the general fund, effective June 29, 2025.
