Establishes a unified University of Hawaii Conference Center Revolving Fund for conference center programs across all UH campuses and operating units, replacing separate funds for UH at Hilo and community colleges.

Authorizes UH to collect fees and charges for conference center services and deposit them into separate accounts within the revolving fund by campus/operating unit.

Allows UH to expend revolving fund moneys for conference-related costs including honoraria, hotel and room rentals, food, printing, airfare, lei, audiovisual equipment, and supplies without competitive bidding requirements under state procurement law.

Repeals the existing Conference Center Revolving Fund for University of Hawaii at Hilo and Community College Conference Center Revolving Fund, transferring all unencumbered funds to the new unified fund on July 1, 2025.

Requires UH to submit an annual report to the legislature no later than twenty days before each regular session detailing all income and expenditures for each separate account within the revolving fund.
