Establishes an alternative pathway for University of Hawaii resident tuition eligibility for students who graduated from a Hawaii high school within two years of enrollment and are enrolling in an undergraduate degree program, without requiring the traditional 12-month residency or tax dependency criteria.

Maintains the existing resident tuition requirements for students who do not meet the high school graduation criteria: 12 consecutive months of bona fide state residency and compliance with tax dependency rules.

Addresses challenges faced by homeless students and students with complex family situations who struggle to meet current statutory residency documentation requirements.

Takes effect on July 1, 2025.
