Allows the Board of Regents to authorize up to $3,000,000 annually from the University of Hawaii tuition and fees special fund for student aid in direct response to emergencies or disasters declared by the governor.

Requires the university to submit comprehensive reports to the legislature no later than 20 days before each regular session detailing how emergency relief funds were used.

Makes minor grammatical corrections to Hawaii Revised Statutes Section 304A-2153, changing "University" to "university" throughout the statute.

Effective date of July 1, 2025.
