Adds new section to Hawaii Revised Statutes Chapter 103D requiring state departments and administratively attached agencies to phase in restrictions on purchasing lei containing plant material grown and harvested outside Hawaii.

From January 1, 2030 to December 31, 2044, state agencies may purchase no more than 90 percent of lei with out-of-state plant material.

From January 1, 2045 to December 31, 2054, the limit decreases to 50 percent of lei with out-of-state plant material.

From January 1, 2055 to December 31, 2064, the limit further decreases to 25 percent of lei with out-of-state plant material.

Beginning January 1, 2065, state departments and administratively attached agencies are prohibited from purchasing any lei containing plant material grown and harvested outside the State; applies to all lei purchases including small purchases under section 103D-305.
