HB1192 Summary

• Establishes a "Charli alert" program in Hawaii to rapidly disseminate information about missing persons aged 18-64 who are believed to be in danger, complementing existing AMBER and silver alert systems.

• Law enforcement agencies may request activation of a Charli alert when a missing person is reported under unexplained or suspicious circumstances, all local resources have been exhausted, the person may be in the company of a dangerous individual, and public information could aid safe recovery.

• The department shall activate alerts within requested geographical areas and may use be-on-the-lookout alerts, electronic flyers, changeable message signs, and the Wireless Emergency Alerts System to disseminate information.

• Radio, television, cable, and satellite systems are encouraged but not required to cooperate in distributing Charli alert information.

• Appropriates funds to the department of law enforcement for fiscal years 2025-2026 and 2026-2027 to establish and operate the Charli alert program; effective July 1, 2025.
