Amends Chapter 489X of Hawaii Revised Statutes by adding a new section requiring commercial entities to verify users are 18 years or older before allowing access to material harmful to minors on websites containing a substantial portion of such material.

Defines "material harmful to minors" as descriptions or representations of nudity, sexual conduct, sexual excitement, or sadomasochistic abuse that appeals to prurient interest, is patently offensive to prevailing adult community standards, and lacks serious literary, artistic, political, or scientific value for minors.

Imposes civil penalties of $250 per violation on commercial entities that knowingly or intentionally publish or distribute harmful material without proper age verification, plus liability for damages and reasonable attorney fees and costs.

Exempts interactive computer service providers or users from liability under this section and limits jurisdiction of actions to district court.

Allows the Attorney General, parents, or guardians of minors whose age was not verified to bring civil actions under this section.
