Requires clean and sober homes with five or more residents to obtain a county-issued conditional use use permit.

Makes registration of clean and sober homes mandatory on the Department of Health registry; previously the registry was voluntary.

Prohibits clean and sober homes from operating without a valid certificate of registration issued by the Department of Health.

Requires the Department of Health to conduct unannounced inspections of registered clean and sober homes at least annually, with authority to inspect more frequently as determined by the department.

Provides a transition period allowing clean and sober homes with five or more residents that existed before the effective date to continue operating without a conditional use permit until January 1, 2026, or until they obtain the permit, whichever comes first.
