Requires governmental bodies entering into public works contracts valued at $250,000 or more to apply a five percent bid preference to bidders and subcontractors who are parties to all registered apprenticeship agreements for the apprenticeable trades needed for the project.

Exempts contractors and subcontractors from the apprenticeship requirement for trades or classifications for which no state-approved apprenticeship program exists.

Requires bidders to provide written proof at the time of bid submission that they or their subcontractors are parties to registered apprenticeship agreements for all applicable trades, and to certify monthly in writing during contract performance.

Imposes sanctions on contractors who fail to maintain registered apprenticeship agreements during construction, including temporary or permanent work cessation, restitution for nonperformance, liquidated damages, or debarment or suspension proceedings.

Takes effect July 1, 3000.
