Amends the definition of "dangerous to self" to include persons who are "gravely disabled" rather than requiring only those who recently threatened or attempted suicide or serious bodily harm.

Defines "gravely disabled" as a condition where a person is unable, without supervision and assistance, to prevent physical or psychiatric deterioration or to satisfy needs for nourishment, essential medical care, shelter, or self-protection, so that death or serious bodily injury is probable without adequate treatment.

Defines "psychiatric deterioration" as a substantial impairment or obvious decline of an individual's judgment, reasoning, or ability to control behavior.

Broadens "imminently dangerous to self or others" from a 45-day standard to a 90-day standard, allowing intervention when a person will likely become dangerous within the next 90 days without intervention.

Increases the maximum period of emergency hospitalization from 48 hours to 72 hours before a patient must be released unless they voluntarily agree to further hospitalization or court-ordered evaluation proceedings are initiated.
