Amends Section 342L-35, Hawaii Revised Statutes, to clarify environmental restoration requirements following confirmed jet fuel releases from underground storage tanks or tank systems.

Requires complete cleanup and total removal of all jet fuel, jet fuel additives, and all compounds resulting from degradation or reaction of jet fuel with water or other chemicals.

Establishes a rebuttable presumption that any detection of jet fuel, jet fuel additives, or jet fuel-derived compounds in the environment or groundwater near an underground storage tank after a confirmed release is presumed to result from that release.

Directs the Department of Health to adopt requirements for investigating suspected releases and responding to confirmed releases, including tank emptying, proper closure or repair, and environmental restoration acceptable to the department.

Effective upon approval.
