Prohibits counties from permitting new retention and detention ponds unless developers have a maintenance plan on file and file an affidavit agreeing to annual inspections by the Department of Health.

Establishes the "Charlotte 'Sharkey' Schaefers Inspection Law" creating a statewide monitoring and inspection program for retention and detention ponds built after the effective date.

Requires annual safety inspections ensuring ponds meet 10 specific safety requirements including proper vegetation management, fencing, signage, ring buoys, gradual sloping, exit shelves, and maintenance plans.

Exempts existing ponds built before the effective date and secured recreational areas (golf courses, hotels, resorts) from inspection requirements if they provide proof of security.

Appropriates funds for four full-time inspector positions (one each for Oahu, Hawaii, and Kauai; one shared for Maui, Molokai, and Lanai) for fiscal years 2025-2026 and 2026-2027, effective July 1, 2025.
