Requires the Department of Land and Natural Resources to prepare regional-scale adaptation pathways plans in coordination with state and county agencies to address sea level rise impacts on vulnerable residential, commercial, and resort development.

Defines adaptation pathways as collections of measures including elevation, floodproofing, armoring, zoning, and relocation needed to reduce flooding risk as sea levels rise progressively over time.

Authorizes time-limited land dispositions allowing structures to temporarily occupy state-owned land makai of the shoreline if modifications can withstand occasional flooding, with required timelines and environmental triggers for ultimate removal and restoration.

Appropriates $1,000,000 for fiscal year 2025-2026 and $1,000,000 for fiscal year 2026-2027 to the Department of Land and Natural Resources to initiate one regional adaptation pathways plan per county.

Effective July 1, 2025; requires plans to incorporate community engagement, cultural considerations, and alignment with state and county climate adaptation and hazard mitigation plans.
