Amends Hawaii Revised Statutes Section 291C-107(a) to modify requirements for setting maximum speed limits by the Department of Transportation or counties.

Eliminates the requirement for an engineering study when reducing a maximum speed limit by ten miles per hour or less from the current speed limit for that road.

Eliminates the engineering study requirement when reducing speed limits within one mile of a school.

Requires the Department of Transportation or counties to consider guidance from the National Association of City Transportation Officials (NACTO) when setting speed limits on highway sections with residential areas, commercial areas, or schools immediately adjacent to the roadway, to the extent practicable.

Maintains existing requirement that any speed limit changes must comply with Federal Highway Administration's Manual on Uniform Traffic Control Devices.
