HB 1263 Summary

• Establishes a Rehabilitation and Re-entry Services Task Force within the Department of Corrections and Rehabilitation to review policies and practices supporting successful rehabilitation and re-entry of incarcerated individuals.

• Task force must include minimum 15 representatives including legislators, Office of Hawaiian Affairs, Governor's senior advisor for mental health, and representatives from nine specified nonprofit and advocacy organizations, plus three justice-impacted persons with lived experience.

• Task force shall submit an interim report to the legislature no later than 20 days before the 2027 regular session and a final report with findings and recommendations no later than 20 days before the 2028 regular session.

• Appropriates unspecified funds from general revenues for fiscal years 2025-2026 and 2026-2027 for task force operations; members serve without compensation but receive reimbursement for expenses.

• Task force ceases to exist on June 30, 2028; effective date is July 1, 3000.
