HB1264 Summary

• Establishes an Extended Producer Responsibility Program requiring large producers of fast-moving consumer goods to register with the Department of Health beginning July 1, 2027.

• Covered producers (those with international packaging volume exceeding 10,000 metric tons or gross sales over $500 million) must pay an annual fee of $100 per metric ton of packaging placed on the Hawaii market.

• Creates the Extended Producer Responsibility Special Fund to receive registration fees and deposits; funds allocated to county waste reduction assessments and grants for reuse and refill infrastructure projects.

• Requires each county to develop a needs assessment identifying resources necessary to reduce packaging waste sent to landfills by 50% and 80% by dates to be determined by rule.

• Bill sunsets July 1, 2032, with remaining funds available for continued expenditure consistent with the Act's purposes.
