Expands family leave eligibility under Hawaii Revised Statutes Chapter 398 to include employees' domestic partners and children of domestic partners, named the "Partner Leave Equality Act"

Defines "domestic partner" as an individual meeting eight criteria: living in a spouse-like relationship with the employee, intending indefinite commitment, maintaining a common residence, sharing responsibility for basic living expenses, not being married or in other domestic partnerships, meeting age and mental competency requirements, and having consented without force or duress

Requires employees to sign a notarized declaration of domestic partnership at the time family leave is needed, attesting to the criteria under penalty of perjury

Adds domestic partners to the list of family members for whom employees may take four weeks of family leave per calendar year to provide care for serious health conditions

Takes effect July 1, 2025
