Requires public and private entities operating parking lots with more than 25 spaces to increase federally mandated disability parking spaces by a minimum of one space or 50 percent, whichever is greater, effective July 1, 2026.

Applies to public lots and business lots, but exempts smaller facilities with 25 or fewer parking spaces.

Imposes fines of $250 to $500 per violation on private entities that fail to comply, with each day of violation constituting a separate offense.

Cites Hawaii's high tourism, traffic congestion, and data showing approximately 8 percent of Hawaii's population qualifies for disability parking permits as justification for increasing accessible parking availability.
