Requires the State Auditor to conduct management and financial audits of all Medicaid health care insurance contractors (managed care organizations under contract with the Department of Human Services) at least once every two years.

First audit must be conducted within six months of July 1, 2025, with the first audit report submitted no later than twenty days prior to the 2027 regular legislative session.

Audits shall assess financial integrity, performance, and compliance with federal and state laws, regulations, and contractual obligations, and shall review all relevant books, records, and financial/operational documents.

All Medicaid health care insurance contractors must cooperate with and assist the auditor by promptly providing all requested records, documents, and information.

Appropriates funds to the Office of the State Auditor for fiscal years 2025-2026 and 2026-2027 to conduct the required audits, effective July 1, 2025.
