Lowers the minimum age requirement for certified caregivers in adult foster homes from 21 to 18 years old.

Certified caregivers must reside in the adult foster home and provide 24-hour care, training, and supervision to adults with developmental or intellectual disabilities.

Adult foster homes can house no more than 2 unrelated adults with developmental or intellectual disabilities, but the director of health may waive this limit to allow up to 3 adults total (related or unrelated).

Defines "related" as individuals connected by legal guardianship, trusteeship, blood, marriage, or a legal relationship to the certified caregiver.

Takes effect on July 1, 3000.
