HB129 - Youth Fees and Fines Summary

• Prohibits courts from assessing fees, fines, court costs, and surcharges against minors (under 18) adjudicated for offenses or their parents/guardians

• Limits court-ordered community service for minors to maximum 72 hours that cannot interfere with school or work commitments

• Voids all existing outstanding fees, fines, and costs ordered against minors prior to the effective date, with reimbursement required for any payments made

• Repeals statutes that penalized parents/guardians for unaccompanied children in streets and unmarried minors in dance halls (sections 577-18, 577-23, 577-24)

• Applies prohibitions across all applicable statutes including driver violations (section 286-136), DUI-related offenses (sections 291E-61, 291E-61.5, 291E-64), school vandalism, juvenile delinquency proceedings, and other youth justice matters
