HB 1292 Summary

• Authorizes state departments and agencies to enter into intergovernmental agreements with other governmental bodies or partnership agreements with private-sector entities and nonprofit organizations to achieve statutorily mandated goals.

• Requires all agreements to be consistent with department statutory mandates, promote public benefits, align with state policy goals, ensure transparency and accountability, and comply with Hawaii Revised Statutes Chapter 103D (public procurement).

• Mandates attorney general review and approval of all agreements as to form and legality.

• Requires each department and agency to submit an annual report to the legislature no later than twenty days before each legislative session detailing the scope, purpose, and outcome of all agreements entered into.

• Effective date: July 1, 2025.
