Requires all state and county agencies to utilize federal clean energy tax credits under the "elective pay" (direct pay) provisions of the Inflation Reduction Act of 2022 beginning July 1, 2025.

Applies to capital improvement projects utilizing clean energy technology as defined in Hawaii Revised Statutes section 269-121 and vehicles that qualify as zero-emission vehicles under 40 CFR section 88.1.

Agencies utilizing the federal elective pay provisions are ineligible for applicable state tax credits for the same capital improvement project or vehicle.

Takes effect July 1, 2050.
