Reduces reporting timeline for allotments, transfers, and expenditures from the Major Disaster Fund from 60 days to 30 days after the action occurs.

Requires detailed accounting of Federal Emergency Management Agency (FEMA) eligible and ineligible expenses, including dates, amounts, program identification numbers, and impacts on affected programs.

Mandates explanation of how transferred or expended resources are used and the public purposes served by the transfers.

Requires the Governor and Hawaii Emergency Management Agency Administrator to submit a summary report to the legislature by October 1, 2025, containing all required information for the previous fiscal year.

Becomes effective July 1, 2025, and sunsets July 1, 2026, with the original reporting statute reverting to its prior form.
