Requires bid protests to be submitted in writing within five working days after the protester knows or should know of facts giving rise to the protest, or within five working days after contract award is posted.

Requires protests challenging solicitation content to be submitted at least 24 hours before the date and time set for receipt of offers.

Expands the 75-calendar-day deadline for issuing written protest decisions to apply to any contract awarded by competitive sealed bid or competitive sealed proposal, with possible 45-calendar-day extension for extenuating circumstances.

Caps protest bond amounts at $1,500,000, calculated as one percent of estimated contract value or $1,500,000, whichever is lower.

Takes effect July 1, 3000.
