Applies the Motor Carrier Law regulatory framework to transportation network companies, establishing parity in regulation between established and newer transportation business models.

Defines "transportation network company," "transportation network company driver," and "prearranged ride" to bring ride-sharing platforms under motor carrier regulations.

Classifies transportation network companies as "common carriers by motor vehicle" subject to existing regulatory requirements under Hawaii Revised Statutes Chapter 271.

Repeals Chapter 279J, Hawaii Revised Statutes, which currently provides separate regulation for transportation network companies.

Takes effect July 1, 3000.
