Authorizes transfer of fee simple interest in certain lands under state agency jurisdiction to the Department of Hawaiian Home Lands, including existing improvements on those lands.

Establishes purpose of increasing land available for homestead development, as the department currently manages 203,981 acres with over 29,451 applicants on the waitlist for residential, agricultural, or pastoral leases.

Notes that approximately 5 percent of the department's lands are designated for residential use, while over 63 percent are designated for general agriculture, special district, or conservation purposes.

References the Hawaiian Homes Commission Act of 1920 and Hawaii's constitutional commitment to fulfill trust responsibilities for the rehabilitation and benefit of native Hawaiians.
