Allows agencies to disclose government records to researchers for non-commercial research purposes, notwithstanding existing confidentiality restrictions in section 92F-13.

Defines "research purpose" as a non-commercial objective to develop, study, or report aggregate or anonymous information where individual identity is not material to the results.

Defines "researcher" as a government agency, hospital, educational institution, news media, nonprofit organization, or similar organization requesting research records.

Authorizes the Office of Information Practices to adopt rules setting forth uniform standards for disclosure of records to researchers for research purposes (changed from "shall" to "may").

Takes effect upon approval.
