Office of the Governor shall coordinate with U.S. Citizenship and Immigration Services and U.S. Embassy in Philippines to obtain profiles of Filipino immigrants approved for entry to Hawaii within the last five years and prospectively over the next five years, including demographics, profession, education, vocation, and occupation.

Department of Education shall gather and provide information regarding educational attainment, occupational interest, and post-secondary field of work for identified individuals who graduate from Hawaii public schools.

Department of Agriculture shall establish lines of communication with Philippines Department of Agriculture, agricultural science colleges and universities in the Philippines, and major agricultural cooperatives to facilitate information exchange, technology exchange, and academic/student/worker exchange programs.

Departments of Labor and Industrial Relations and Human Resources Development shall develop a program to bring agricultural workers from the Philippines for short-, medium-, and long-term work in Hawaii, in consultation with labor unions and agricultural organizations.

Department of Agriculture shall establish a hydroponics pilot program on the west side of Hawaii island and study similar hydroponic projects in the Philippines and Israel to develop measures for expanding hydroponics and drip irrigation projects in the State.
