H.B. 1313 Summary

• Requires condominium association board members to certify in writing within 90 days of election that they have received and reviewed the association's articles of incorporation, bylaws, rules and regulations, and Hawaii Revised Statutes Chapter 514B.

• Requires board members to certify understanding of their fiduciary duty to the association and awareness that retaliation is prohibited under section 514B-191.

• Mandates board members obtain a board training and education course completion certificate from a course approved by an accredited third party organization selected by the Real Estate Commission within one year of election.

• Disqualifies board members from serving if they fail to comply with certification and training requirements.

• Establishes transition deadlines for current board members serving before July 1, 2025: certification required by September 29, 2026, and training course completion required by July 1, 2026.
