Requires public schools (Department of Education), private schools, and public charter schools to establish and implement student mental health plans for grades six through twelve.

Mental health plans must include check-ins at least once per semester documented on students' permanent files.

Plans must be student-focused to assess mental, emotional, and physical health, with procedures for responding to identified issues and providing resources to students and parents or legal guardians.

Provides immunity from civil and criminal liability for persons, schools, and contractors acting in accordance with plan requirements, except in cases of gross negligence, willful and wanton misconduct, or intentional misconduct.

Effective July 1, 3000.
