Requires registration and numbering of rental vessels with the Division of State Parks before they can be rented, leased, or offered for rent/lease in navigable waters within state parks, effective January 1, 2026.

Applies to rental vessels used in three state parks: Wailua River State Park (Kauai), Kealakekua Bay State Historical Park (Hawaii Island), and Ahupuaa O Kahana State Park (Oahu).

Defines "vessel" broadly to include kayaks, stand-up paddleboards, boats, canoes, jet skis, and other buoyant devices capable of free flotation.

Authorizes the Department of Land and Natural Resources to adopt rules establishing registration fees, renewal fees, and conditions of use for rental vessels through Chapter 91 procedures.

Directs all registration fees collected to be deposited into the State Parks Special Fund to support state park programs and environmental protection.
