Adds a new exemption to the definition of "public lands" in Section 171-2, Hawaii Revised Statutes, for lands set aside by the governor to counties for affordable housing purposes as defined in section 201H-57.

Specifies that county-held affordable housing lands must be managed by counties under the same public trust fiduciary duties and obligations as the Board of Land and Natural Resources.

Amends Section 171-64.7 to include lands set aside by the governor to counties for affordable housing in the list of lands subject to that section's provisions.

Effective date is July 1, 3000.
