Amends Act 62 (Session Laws of Hawaii 2024) to expand the expungement pilot project administered by the Department of the Attorney General to include possession of any Schedule V substance in any amount, not just marijuana possession.

Modifies the pilot project (effective through October 1, 2025) to automatically issue expungement orders without requiring applicants to file written applications for qualifying arrest records under Hawaii Revised Statutes section 712-1249.

Expands eligibility to include arrests occurring before January 11, 2020, with a single charge under section 712-1249, in counties with populations between 200,000 and 500,000 persons, where cases terminated without conviction.

Eliminates all fees charged to record holders for expungement orders issued through the pilot project.

Removes specific language limiting the pilot project to marijuana possession, broadening the scope to cover all Schedule V substances.
