Shortens the timeline for counties to adopt Hawaii state building codes from two years to one year after state adoption.

Removes language allowing counties to "amend and update" the state codes, limiting counties to "adopt" the codes as written.

Establishes that Hawaii state building codes automatically become applicable as the county building code if a county fails to adopt within the one-year deadline.

Authorizes counties with populations exceeding 500,000 to adopt more stringent energy-saving performance standards in their building energy conservation codes than the state codes require.
