Allows Hawaii-born individuals and Native Hawaiians to qualify for resident fees at state parks regardless of current residence.

Requires individuals seeking resident fees to present one of the following to the Department of Land and Natural Resources: a birth certificate and government-issued photo ID establishing Hawaii birth, a birth certificate and photo ID establishing Native Hawaiian ancestry, or a Native Hawaiian registration card from the Office of Hawaiian Affairs.

Directs the board to adopt rules under chapter 91 to implement this provision.

Takes effect upon approval.
