Requires any state department pursuing a major plan or work effort likely to significantly affect a community to conduct a public hearing, post notice on the department's website, and send direct notices via mail and email to the governor, relevant state legislators, and county mayor.

Requires any county department pursuing a major plan or work effort likely to significantly affect a community to conduct a public hearing, post notice on the department's website, and send direct notices via mail and email to the governor, county mayor, state legislators, and county council members with constituents in the affected community.

Mandates that all public hearings required under this Act be open to the general public at no charge.

Applies to state and county departments with major plans or work efforts that could significantly impact community members.

Effective date: July 1, 2025.
