Renames the "Office of International Affairs" to the "Office of International Relations" and expands its functions within the Department of Business, Economic Development, and Tourism.

Establishes the Matsunaga Aloha Pacific Academy within the Office of International Relations to facilitate international affairs meetings regarding the Pacific region, with a main facility on the island of Kauai.

Adds eleven new duties to the Office including formulating statewide international goals, serving as the governor's representative to foreign governments, and providing direction for state international programs.

Requires the Office to develop and submit a comprehensive state strategic plan for international activities to the legislature by twenty days prior to the 2026 regular session.

Appropriates funds for fiscal years 2025-2026 and 2026-2027 for the Office of International Relations, effective July 1, 2025.
