Expands campaign contribution prohibitions to include state and county grantees receiving grants or subsidies under Hawaii Revised Statutes chapter 42F or county charter/code, in addition to existing contractor restrictions.

Prohibits grantees from making contributions or promises to contribute to candidate committees, noncandidate committees, or candidates from the application period through completion of the grant.

Extends contribution restrictions to owners, officers, consultants, and joint account holders of both state and county contractors and grantees during their respective contract or grant periods.

Adds prohibition on contractors providing items of value (including advertisements) to candidate committees, noncandidate committees, or candidates for political purposes.

Takes effect upon approval; modifies Hawaii Revised Statutes Section 11-355 to expand existing contractor contribution prohibitions.
