Requires the University of Hawaii at Manoa College of Tropical Agriculture and Human Resilience to establish an endemic plant seed bank pilot program to preserve and promote planting of plant species endemic to Hawaii.

Mandates the university submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the regular session of 2027.

Establishes the pilot program with an end date of June 30, 2027.

Takes effect on July 1, 3000.
