H.B. 1342 Summary

• Expands the Department of Corrections and Rehabilitation's model offender reentry programs to include earn and learn programs allowing eligible offenders to participate in supervised apprenticeships while earning income and working toward licensure.

• Requires model programs to include high school equivalency certification, college education programs, career training with job placement assistance, mentorship and counseling, and family support services.

• Adds eleven new program components to Hawaii Revised Statutes Section 353H-4, including educational advancement programs, emotional and behavioral mentoring, and partnerships with nonprofits and businesses for job placement.

• Appropriates unspecified general revenues for fiscal years 2025-2026 and 2026-2027 to the Department of Corrections and Rehabilitation to expand educational and vocational training opportunities for offenders.

• Takes effect on July 1, 2025.
