Authorizes the Department of Education to subsidize all tuition and mandatory fees for resident students enrolled in University of Hawaii four-year college education degree programs during the semester or term they complete student teaching requirements.

Requires eligible students to be full-time, in good academic standing, enrolled in a degree program that results in an education degree with required student teaching hours, and currently enrolled in a state-approved teacher education program.

Students receiving the subsidy must commit to five years of full-time teaching in their licensed field at a Department of Education public school following licensure recommendation.

The Department of Education shall adopt rules under chapter 91 to implement this section.

Effective date is July 31, 2050.
