Amends section 109-3.5, Hawaii Revised Statutes, to require the Stadium Authority to meet any conditions imposed by the legislature on appropriations to the Stadium Development Special Fund before expending funds.

Establishes that any unexpended and unencumbered funds in the Stadium Development Special Fund shall immediately lapse to the general fund if the project is terminated.

Appropriates $49,500,000 from the Stadium Development Special Fund for fiscal year 2025-2026, contingent on the Stadium Authority meeting development timelines for the new Aloha Stadium Entertainment District.

Designates the appropriated funds for use by the Stadium Authority under the Department of Business, Economic Development, and Tourism for purposes of the stadium development special fund.

Takes effect on July 1, 2025.
